Temnostoma venustum (Syrphidae) on Rosa rugosa. Only encountered once this summer.

Yes, I think that this should be Temnostoma excentrica. Also, the date observed should be July 30, 2019.
Location was just above high-tide mark.

Temnostoma excentrica .... fe
Temnostoma excentrica .... female.
The yellow/white streak on transverse suture is not divided at middle and scutellar hairs are yellow and not totally black as in venustum. Markings on tergite 4 are separated moustache like markings.
The yellow/white mark above wing base on dorsum much more distinct than venustum.
