I politely disagree
and think this tiny female is an Aphelinidae (Chalcidoidea). Although several Scelionid genera, particularly in Telenominae subfamily, have a very similar outline and color pattern, they have more antennal segments between pedicellus and the apical club.
Moreover, proportions of large Mesoscutellum relative to small Mesoscutum match better. The same is true for the ovipositor, whose apex is well visible.
Unfortunately, the famous big apical spur on tibia II, who had settled the matter unambiguously, cannot be seen, nor can the wing venation. And, true, many Scelionid wasp do jump like fleas too.
