I agree with the other commenter that this is Vespula maculifrons, the anchor shaped marking on the anterior part of the abdomen, along with the narrow yellow stripes, with no yellow or black spots, makes me thing this is a Vespula maculifrons worker or male (guessing male based on antenna and abdomen shape
