Stilbosis? If so, could it be the same species as that on Q. laevis? The mines look smaller to me.

Moved from Unidentified Leaf Mines.

There are at least two different eastern oak-feeding Stilbosis spp. This doesn't seem to match the description of the one that is recorded from Q. nigra. I can't tell from the photos--is the external frass on the upper surface, lower surface, or both? Or is all the frass inside?

Sorry the photos do not capture it well--There is external frass, on the lower side of the leaf.

 
Then I guess
it has a reasonable chance of being Stilbosis quadricustatella.
