I think this is Notocelia illotana, attracted to light. MPG shows this moth in my area and BOLD has comparison images that show details like the yellow face. A very good comparison image is the drawing (fig. 1) here in "Illustrations of typical specimens of Lepidoptera Heterocera in the collection of the British Museum. 4, 1879". The drawing shows the placement of the 3 main FW dots quite well. Also, the description on page 39 is a good match with this moth. This moth was collected by Walsingham in southern Oregon very near my area.

See comments above. This is similar to Notocelia cynosbatella but that species has more shading in the pale area distal to the am. shade. None at BOLD are clean white in the anal angle like this which is also noted in the description of illotana. Some illotana are more heavily marked and there seems to be overlap with paler specimens of cynosbatella.
