Here is a video on reddit of this critter, it seems to differ from my recollection of a Hellgrammite in that: it appears to have fewer shorter legs under it rather than from it's sides, it seems more rubbery, and it seems to have a different shape like a V and not as varied as a Hellgrammite. You can see the pinchers in the first photo near the tip of the hiking stick.

I actually think it's a cranefly
NOT AN EXPERT SO I could be wrong but I don't see the pinchers that you see. It looks more the tentacles at the back end of a crane fly larvae.
