I initially suspected this to be Pseudatomoscelis seriatus based on the resemblance to the posts below from southern California (at least 2 of which are also on Croton):

     

This was bolstered by the description & discussion of this species in Henry(1)(1991), which also supports that ID. According to Henry(1)(1991):

"P. seriatus is the only pale North American mirid that possesses dorsal spots and spotted antennae"
...and it is widespread in the US (including CA) and commonly found on Croton.
