Looks like...
something in the genus Aedes.

According to this LA Times article from late last summer, Aedes albopictus (Asian Tiger Mosquito) and Aedes aegyptai (Yellow Fever Mosquito) have been moving in rapidly.

I'm no expert, but I don't think it's the tiger. Tigers have a white stripe that goes right down the middle of the top of the thorax. This one doesn't.

I'm not sure it's the yellow fever mosquito, either.
