Worm, termite, bee larvae?? ID help

Worm, termite, bee larvae?? ID help
Western MA County, Massachusetts, USA
October 14, 2019
Size: Half inch
Golden yellow, black teeth? The black ends you see have wood in them. Found in the base of a large shrub. The base was half hollowed out and replaced with dirt. Half of shrub snapped off the other half seemed healthy. Cut the whole thing down. Several bees were flying around. Saw no other ground insects. Thought possible termite because of wood decay but found no other insects. Possible woodworm or ground bee? Never seen a larva like this.
