Size: 10 - 12 mm.
A very delicate insect, about the diameter of a hair and 10 - 12 mm long. Looks like it has some hind leg damage. Photo #2 is of how the insect was oriented underneath a leaf. It came flying in, landed under the leaf and then began moving around and washing it's face. Tried to include some close-ups of it's wing veins but photos not great. Cross-posted to iNaturalist.org.

Thank You for the help with the ID Ross! In the reference you provided, it was nice to see what this wasp looked like WITH hind legs.
