Tiny Orange Creature

Tiny Orange Creature
Washington DC, NE DC County, District of Columbia, USA
October 19, 2019
I thought this was a tiny moth when I took the picture but now I am not sure what kind of creature it is. It was on a street side parking payment kiosk. Numerous Asian Lady Beetles larvae were on the kiosk, they were approximately twice as large.

Any idea what this creature is?

Thanks makes sense since different stages of Harmonia axyridis were on the same structure. Thanks
