I now think this is O. taurus
based on hair color

O. taurus is new for Delaware

I saw a patch of very light hair on T2 (visible better in the other image) and I was wondering if that would help to ID to species.

Osmia male; probably Osmia taurus
but I can't rule out O. cornifrons yet

Please photograph the face (horns) of the female if possible.

Either taurus or cornifrons would be a new record for DE!

I am going to get photos of face hopefully this weekend. All I have seen by the Pieris japonica are the males; not sure if I can provide a female face but I will give it a try.
