Bug on Red Bridge Railing - Cerastipsocus venosus

Bug on Red Bridge Railing - Cerastipsocus venosus
Centennial Lake, Howard County, Maryland, USA
October 6, 2019
This is image 2 of 3. Image 1 shows the view down toward the left side, image 2 the view from above, and image 3 is a cropped enlargement of image 1 to show more detail of the head end.

This individual was found on the wide steel railing of a red painted bridge on a path crossing an inlet to a lake. It was oriented with its head pointed toward the bottom of the hex head of a large bolt blocking acquisition of photos from the front. I estimate that the length from the front of the head to tip of the wing is 6-9mm, maybe smaller.

I have spent some time searching photos and info on Bugguide in the attempt to identify this individual. So far I have not found a match. My inexperienced, and very likely incorrect, guess would be something in, or close to, Arthropods (Arthropoda) » Hexapods (Hexapoda) » Insects (Insecta) » True Bugs, Cicadas, Hoppers, Aphids and Allies (Hemiptera) » Plant-parasitic Hemipterans (Sternorrhyncha), maybe psylloidea(?). I am hoping that someone with more experience can make the right identification and move these images to the correct location.

Thanks for the help.
