After reading Steve's comment and reading through Fascicle 13.2A I've moved this to L. commixtalis. Also a good match to some of the BOLD specimens.

Loxostege commixtalis?
Loxostege commixtalis is a daytime flyer. Not sure about sierralis. The forewing seems to match commixtalis better. BOLD does show examples with all dark hindwing and white fringe. See BIN BOLD:ACF5482. There is so much variation with these two and others in the genus. Sierralis has several described subspecies and is poorly represented at BOLD. I'm really not sure.

I think you are correct, Steve. ZYPAN232-10 at BIN BOLD:ACF5482 is an especially good match. I certainly missed that one. After another look at Sierralis, I just posted 2 more Loxostege that I've been thinking about. Here and here.
