Podium rufipes

Size: 19 mm
This was found very chilled/moribund on the side of a car on a rather cool morning in a wooded suburban neighborhood. It was captured and photographed that evening, but was quite moribund and did not survive long.
It reminded me of a spider wasp (Pompilidae) with its curled antennae and spiny legs, but I was wrong--see comments. Thanks for the help!

Not a Pompilid with that petiole
Sphecidae--maybe Podium?
