I would say this is an Aphidiine Braconid, an aphid wasp. These are the guys who make those aphid mummies. There are good pictures of them creeping up on aphids, ovipositor drawn, with malice aforethought.

Looks like one of the Cynipoidea to me, but I'm sure one of our experts can go further...

Oops - sorry - I guess wing venation is wrong for Cynipoidea.
