Whitefly eggs and pupae
Some whiteflies lay eggs in spirals like that, and I believe there's a kind called the citrus blackfly (that looks like a citrus leaf to me)--the black things would be the pupae of the whiteflies.

Citrus blackflies
I checked my notes, and yes, the citrus blackfly (
Aleurocanthus woglumi
) has black pupae with a white fringe, and lays white eggs on the underside of leaves in a spiral formation.

The little white insects (I counted 4) are Barklice, which are the order Psocoptera. I am not sure what the white or dark eggs belong to.
