Found at the Lane Springs Recreation Area campground. Suggesting P. rubiginosus after seeing a comment from Matthias Buck that P. carolina would not have such considerable black markings.

Polistes rubiginosus
Indeed, P. carolina shouldn't have anywhere near this amount of black on the scutum.
