I have seen several different species of fly inflating and deflating a bubble at the end of their labium. What are they actually doing? Thanks.

Cochliomyia macellaria
This looks like a female secondary screwworm, Cochliomyia macellaria. The three dark stripes on the thorax and the yellow genae are characteristic.
