The web is definitely Linyphiinae
and the pattern and white cephalothorax make us think

Micrathena?
Looks kind of like a Micrathena I've seen. Not sure what species, though.

Again, this is where having a shot of the web would help. This is a sheetweb weaver in the family Linyphiidae. Hard to tell more from this image alone.
