Eupeodes female
Because in Syrphus normally the abdomen is a bit more dusted so it looks a bit more dull.
Syrphus usually has bands on the abdomen (but this can vary!) and not spots like this one!

Not an ID
but I think this hover fly looks most like the ones in the Syrphus genus.
For example:
I would like to see the pattern on the distal abdomen a bit better - do you have any more photos?

Yea, I know....I tried but this guy was very skittish and apparently pretty smart because it never landed with its back to me. I chased it around for 30 minutes trying to get a good shot but these are all it let me get.
