I think this may be Loxostege thallophilalis. BOLD lists this moth in N. California. BG has comparison images like this one. Note on my moth there is a bit of the lighter colored HW fringe visible.

Loxostege sierralis?
I think this is Loxostege sierralis but not at all confident. Munroe, (1976)(1) recognized 4 subspecies of Loxostege sierralis and included a series of 25 images. There is a lot of variation which is not shown at MPG. Your moth has a dark subterminal band and the pm. is edged distally near the inner margin with pale scales like I see to varying degrees on all of Munroe's examples. The two species are narrowly separated by DNA barcode at BOLD but are placed in the same BIN group. Munroe illustrates the genitalia and they are subtly different. I also see that L. ephippialis and anartalis can be similar and I'm not certain either can be dismissed.
