Holorusia
Hi Tim,
Based on your location and the lobes, I would say this is a Holorusia species of Cranefly, maybe H. grandis?
If not Holorusia, then a Tipula species.

Black fly larva have a sclerotized head and a little proleg on the ventral side of their thorax. They also typically have long fans on their upper lip to help them filter particles from the water.
