Mud tubes by wasp or bee?

Mud tubes by wasp or bee?
Dripping Springs, Hays County, Texas, USA
December 15, 2019
Size: 0.5 cm - 2 cm.
These small tubes of dried mud were found adhering to the underside of patio furniture. Each tube seems to contain a spun cocoon. I've included a photo of a yellow larvae that fell out of a tube. Not sure if it is from the host insect or some of it's prey. Tubes range from 0.5 cm to 2 cm. Some are open and some close-ended.
