Hmmmm...
Superficially they look similar to these I belive to be Mealy Plum Aphid (Hyalopterus pruni), but I'm no expert so even they could be wrong! The problem is that Mealy Plum Aphid lives on plum early in the year and then moves to cattail and reed grasses (among other plants) in June or July. This seems way too early.

Good Question
I don't really know what they were. Some kind of tall, wide grass that had a weird "flower" near the top. The "flower" looked more like a gall wasp growth than a flower. Sorry, I'm terrible with plants. I read that young palms look like thick blades of grass. Maybe that's what it was?

The "flower" was small. I've added a very crude drawing. The grass stood waist high.
