Enallagma sp.
Those are a species of American Bluet (Enallagma sp.). The male's abdomen is mostly blue which eliminates some. Clark County has records of E. civile and E. boreale and E. clausum has been found just to the north. The male's cerci are the best way to differentiate, but those are obstructed when in the wheel.
