Size: ~3 mm
As I was browsing through all the fly possibilities for this specimen, photos of Saltella sphondylii looked very similar. It is very likely something else though.

Saltella sphondylii
Thanks so much for confirming the identity of this little fly, John! I thought it looked very similar to S. sphondylii, but there are many other flies that appear similar to me out there too.
