When Grogan and Wirth revised the genus the smallest Jenkinshelea albaria they had was 2.75 mm wing length and the largest J. stonei was 2.79 mm. Your size measurement implies a wing length over 3 mm so if it is accurate this should be J. albaria.

I show a wing length of 3.6 - 3.8 mm., depending on the endpoints. It's safe to say that the wing length is greater than 3.5 mm.

(The measurement is done using manual focus at minimum distance, which results in a fixed distance per pixel for in-focus images. If the span being measured is not perpendicular to the viewing angle, the measurement is smaller than actual size. Otherwise, it is generally accurate to within one percent.)
