This is difficult but the inflated frons and the upper outer cross-vein slightly re-entrant makes me think Chrysogaster... male.

Stuart - note the "spurious vein" which is very obvious in your photo. More info on that in the Info page (click on the "Info" tab above your image). Other wing veination also not consistent with Anthomyiidae.
