It is, but difficult to see what species.

As good an ID as you'll get.
Can you tell if the loop is closed in the center of the pattern on the abdomen? If it is, this is T. geminatus. If it's not, this T. marginatus. BTW, it's a female, but I don't know from eggs.

 
Leaning towards Toxomerus geminatus
While I've yet to confirm this, I'm fairly certain that T. marginatus has a centered dot near the south end of its abdomen. There isn't one here, and T. geminatus is the only other possibility. If I'm right, this is the first of its species posted from Oklahoma. Sam, do you have any local experts you might consult?
