Bagworm pupa?

Looks like a bagworm case or house. The pupa or caterpillar would be inside. Often when you will see the husk of the pupa attached to the outside (bottom end) when the moth ecloses. I am not sure if that is true for both male and female. In the species I am familiar with the eggs hatch inside the case and then the young crawl out.
