I hadn't even thought to look there. I guess they do have orange, lemon and grapefruit trees in the area.

Trupanea sp.
The wing pattern isn't a perfect match for any of the species pictured in Foote's "The Fruit Flies of California", but it comes closest to Trupanea bisetosa. Its a common species in southern California. The larvae of the members of this genus feed on the seeds of Asteraceae.
