Thought at first sight this might be a halictine bee, but think I can see two submarginals.

I think this is Protosmia rubifloris
note images of what I think is the female

Osmiini male
either Protosmia (Chelostomopsis) rubifloris (Cockerell) or Hoplitis sensu lato.

It would help to see additional images showing different angles, even if of poor quality. Protosmia males have long, curled antennae, but this is not apparent in this image.

I'll just have to try to find this bee again; didn't succeed today and don't have other photos.
Separately, I'm posting a female Megachilid, possibly in Osmiini (?), from today's foray to the same place in the San Gabriels.
