Size: 2.5mm
Observed woolly, kernel-like leaf galls in a bunch on Post Oak (Q. stellata) and brought some home to open. I was able to get the following images of one live specimen, but more images are available if it will help further the ID process. (Also available at https://www.inaturalist.org/observations/38411589) Excess images can be frassed.
