With those red feet and black hair pencil
we would suggest Apatelodes torrefacta
though we don't know if we've seen one so in need of a comb!

I wondered about it possibly being a Spotted Apatelodes. I have seen Spotted Apatelodes cats here locally
(both white and yellow-colored varieties)
but as you mention this guy was having a real wild hair day. Very whimsical ...it looked like a good candidate for a Dr. Seuss character!
