The perspective is misleading, and the narrow waist is hidden. Tricky little beast.

Not a sawfly?
This creature is... odd. Too many antennal segments to be a sawfly, plus what appears to be only a single protibial spur (Unicalcarida). The pronotum is also suspiciously long. Nothing springs to mind other than Trigonalidae, which can sometimes look sawfly-y. However, none of the recorded North American trigonalids have so few antennal segments!

I actually wondered about that.
I looked at Trigonalidae and saw just what you said: way too many antennal segments. It didn't seem quite right for Tenthredinidae, but I couldn't find anywhere else to put it.

Oh, well, back to the drawing board. :)
