Probably the best shot of the adult of whatever tiny true bugs these are.

After checking all of my guides, I found the most probable candidates to be the False Chinch Bug(Nysius sp.) or Neortholomus sp.. in the Kaufman Field Guide to Insects of North America. Both occur in large numbers on low plants in open habitat. These match that exactly...esp. the large numbers. If I were to bet, I'd say it is a Nysius....just because the guide shows the adult as being a grey-black and the Neortholomus adult being more brown.
