I thought this looked like a Bombus impatiens, but then I noticed that the antennae were short, like a fly. I am not sure that I see a second pair of wings, although I don't see halteres.

Note the strongly looped R4+5 vein and R1 and R2+3 meeting wing margin independently and not meeting with a short stalk.
Eyes pilose; black facial stripe.
