Moving Tagged Images

Has something changed with Moving Tagged Images? I recently noticed that the only images I seem able to move are my own.
(This done by tagging the image(s), navigating to the section in the guide where the image is to be moved to, selecting the images tab, and then clicking on "move tagged image" link.)
There have been times when I see a contributor's posted image, such as in ID Request, and I feel qualified to move it to a different section in BugGuide, but no "move tagged images" link appears as it does when I follow the process outlined above.
Perhaps this ability is reserved for "Contributing Editors"? Perhaps it has always been this way.

contributors can tag and move their own images. Editors can, in addition, tag and move the images of others.

If you correct a faulty ID in the comment section of an image or determine it to be a taxon not yet in the Guide, and this is not taken care of in a timely manner, I suggest posting a recommendation in Possible Misidentifications or Requests for Additional Guide Pages forum, respectively. If you are simply making a more specific ID, this is usually taken care of eventually by someone maintaining that taxon (if anyone). If you find yourself doing this frequently and become frustrated by slow or lack of response, this suggests there is a deficiency in con. eds. managing that taxon. Consider becoming a one yourself, then.
