Stem Swellings/ Galls (?)

Stem Swellings/ Galls (?)
Peachtree Corners, Gwinnett County, Georgia, USA
February 17, 2020
Size: ~ 10 – 12 mm L x 5 mm W
Observed on a small leafless (unknown) deciduous plant/ tree sapling. Not certain if these stem swellings are insect galls or not. I found a few images online depicting somewhat similar looking stem swellings caused by Family Agromyzidae (Hexomyza sp.) Leaf-mining flies (?)

I went back a couple of times to try to collect samples to dissect and rear but alas after several attempts I was unfortunately unable to find the particular sapling again. (Thanks)
