looks like a Hydrobaenus
Note that there is no "H. georgia". There is an undescribed taxon called "Hydrobaenus sp. "Georgia"" in Epler's 2001 larval midge manual. As with most Hydrobaenus larvae, it can not be identified without an associated pupa or adult male.
