Size: 31 mm diameter
I don't know if this growth is caused by a pathogen or by an arthropod. There were many of these structures on an Arizona white oak, Quercus arizonica. The March 6, 2019 issue of "The Backyard Gardener", a University of Arizona Cooperative Extension publication, has an image of similar growths with the caption: "Twig and leaf galls found on Arizona white oak".
