Tiny winged insect - Nematocera versus other? - male

Tiny winged insect - Nematocera versus other? - Male
Presidio, Dragonfly Creek, San Francisco County, California, USA
July 16, 2019
Size: 1.4 mm
Caught in Malaise trap 13-20 July 2019. I initially sorted this to Nematocera, but I'm no longer certain - appears to have two delicate wings, not sure about halteres, reduced mouthparts (two discs lined by bright coloration?) and reduced eyes, filamentous multisegmented antennae and two thin filaments or hairs projecting from the tip of the abdomen. I will try to add backlit pics of the wings later if possible.

Looking around at more of the images of male scale insects, I'm convinced, thanks again Bob.

Looks like...
It might be something (male) in this superfamily.
Coccoidea - Scales and Mealybugs

Thanks Bob -
I was wondering about a male scale insect, I was just reading about them in Grimaldi! If you're certain, please feel free to move to superfamily.
