Psectrotanypus dyari
After further review, the ruling on the field stands. This is Psectrotanypus dyari, a common member of subfamily Tanypodinae. I was confused by the wing veins; midges have a false vein, a fold down the midline of the wing. Marshall(1) has a picture of a lighter colored female. My main reference is Roback 1971(2).

A guess
This is probably, but not definitely, subfamily Tanypodinae. The spotted wing pattern is common in the subfamily. I'd need a better view of the wing to be sure.
