Psilocorsis
Looks to be a wee Psilocorsis larva, probably Psilocorsis cryptolechiella given the plain anal shield. That might only apply to final instar larvae though. For reference USDA FHAAST-2018-05 describes the larvae of all three species and a fair number of other species on oak.
