Very alert to my presence. Would fly a short distance away if I got too close, but would come back once I backed away.

Not an expert...
but I think you're right. BugGuide has taught me that six-spotted tiger beetles can have no spots or, as with yours, eight spots. I had never heard of them being blue before (the ones I see are always pure green), but I just found confirmation here that they can be.

Actually, the insect was metallic green, but when the light hit it just right, it looked a little bit blue. Really neat little insect to watch!!
