Size: ca 2 mm
Caught in Malaise trap 20-26 July 2019. Keys to Lasiopteridi tentatively in Gagne 2018 - first tarsal segment short, Rs reduced or absent (?), 15 (?) flagellomeres (with necks), claws curved near apex.

Thanks John - Walshomyia would make a lot of sense given the abundance of Monterey cypress in the area. I will try to re-visit this one, once CAS opens again! :) The whole museum shuts down as of Monday morning.

 
Not Walshomyia
Your fly has the costa broken at the end of R5, like most Cecidomyiidae. Walshomyia does not.

Oligotrophini?
I only have his older key, in which it goes to Oligotrophini.
