This is a member ...
... of the family Eulophidae. It is most likely (I'd say 95%) in the subfamily Tetrastichinae, which are often taken from galls.

Over the last couple of weeks I've learned that Tetrastichinae is/are often associated with gall flies but didn't know the %.
