Nest with 2 foundresses -
Polistes exclamans
Perry County, Pennsylvania, USA

These queens have built in the EXACT same spot as a large nest last year. you can see the ring left on the wood from where the pedicile of the last nest was. I am willing to bet these are daughters from the nest last year.
