Paradidyma, but vein R1 is setose? Reinhard (1934) says there may only be 1 or 2 bristles on the first vein in P. singularis. Otherwise, the setose prosternum, scutellar bristles, parafacial, arista, and fore tarsi match quite well.

Keying this using Reinhard is also problematic. The eyes are bare, which should mean Ceratomyiella. The apical cell is petiolate, femora black, and the bristles on the parafacial do seem to weaken dorsally. It doesn't quite key to species that match well, differing by wing venation or color.
